There is no waiting period to be added to the plan (for new hires). Open enrollment is January 1st. Unless there is a qualifying event, you must enroll during open enrollment (for current employees). Insurance is available to employees, their spouses and dependents. Dependents must be under 19 and unmarried or be between 19-25 years and qualify under certain conditions.
